​Government Support ​

The government can provide support through policy, grants and various programs.

  • Municipal Level – Toronto 
The first step to support is at the municipal level of government each city in the province has their own policies and programs that help business development. The cluster is based in Toronto and will primarily focus on providing companies with information about the City of Toronto policies, events and changes that could affect their business.  

  • Provincial Level - Ontario
The province of Ontario has several grants for business development that can be applied to benefit Ontario companies.
Example of programs: Growing 2 Forward, Eastern Ontario Development Fund,Southwestern Ontario Development Fund,The Ontario Exporters Fund, Canadian Agricultural Partnership (CAP) for Organizations and Collaborations.

  • Federal Level - Canada
The province of Ontario has several grants for agriculture development that can be applied to benefit the Raw Material Producers.

Example of programs: AgriInnovate Program, AgriScience Program

There are also international grant programs that partner with various international countries.

Eurostars
Eurostars is a joint programme co-funded from the national budgets of 36 Eurostars and by the European Union through Horizon 2020. In the 2014-2020 period, it has a total public budget of €1.14 billion.
If there is a small company in need of public funding for it’s innovative idea, then Eurostars has been carefully developed to meet it’s specific needs. Eurostar is successful with its bottom-up approach, it stimulates international collaborative research and innovation projects that will be rapidly commercialized.  It is the ideal first step in international cooperation.

EUREKA
EUREKA is an international network for market-driven industrial R&D that includes over 40 economies from the EU, Europe, Israel, South Korea, and now Canada. Through Canada’s associate membership in EUREKA, Canadian innovators have a new advantage in accessing technology, expertise, and markets in Europe and beyond. NRC is the national contact point for EUREKA.
Trade agreements are another benefit to the business at a federal level. They make going global fast and products easier to export. The CPTPP and CETA are the best examples of Canada. Currently, Canada is hoping to secure additional free trade agreements with India, China, and the UK.  

CETA Comprehensive Economic and Trade Agreement
With the CETA Agreement into effect, 98 percent of EU tariff lines became duty-free for Canadian goods, and an additional one percent will be eliminated over a seven-year phase-out period. Tariff elimination will provide enhanced import opportunities for the EU from the Canadian market in areas such as agricultural, marine, forestry, and the full range of industrial goods. There is a great deal of potential in this agreement giving companies trading opportunities all over Europe. 

CPTPP Comprehensive and Progressive Agreement for Trans-Pacific Partnership 
The Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) Agreement will give Canadian agriculture and agri-food products preferential market access to all CPTPP countries. It will provide new market access opportunities for Canadian pork, beef, pulses, fruits and vegetables, malt, grains, cereals, animal feeds, maple syrup, wines and spirits, baked goods, processed grain and pulse products, sugar and chocolate confectionery, and processed foods and beverages.
